Serious Problems with MPAC and the Nation Building Department
with apparent lack of building permiting for non-native structures.
There is so much inaccuracy in MPAC "About My Property" and comparable reports and Nation Muncipality's failure to enforce building permits it is difficult to know where to begin.
The entire MPAC/Nation Municipality Building Department process is so problematic it requires a massive investigation.
This is a huge matter of concern for us here at CFNE
as we were fined for not obtaining a building permit
for a traditional aboriginal meeting circle structure
not even covered under the building codes of Ont.
But these others do not require any permits, swimming pool, heated insulated buildings, garages, and all?

This Order was provided in French only and a request for an order
in English was initially refused. Despite a complaint and a search there was no record of any relevant pertaining structure contained within the building code. Other non-native structures exist in the immediate region and have never received similar notices.

Feb 4.2009 Current Value Assessment (CVA) $ 103,700 It is not clear at this point if this represents failure on the part of the municipality to file building permit updates with MPAC or whether those building permits do not actualy exit.
- Municipal tax assessment for Drouin Ferme is required to evaluate this.
- Site image from Google Maps showing massive property development not recorded on the MPAC valuation assessment despite extended period of time to report changes (ie. before the last assessment period).
- Yvan St. Jean repeatedly complained that Drouin Farm was not subject to some building permits and environmental studies like the CFNE Welcome Circle. If building permits from the Nation Municipality acutually do exist or have not been fabricated or altered they should be on record at MPAC and verifiable that the building permits were actually obtained and issued.
- The extenstive construction is on an environmentally sensistive land slide region of the South Nation river. Proper permitting needs to be obtained from South Nation Conservation, it is not known if these permits are obtained or valid.
- the Francoscinie site completed for Municipal cultural funding for which 100% of the cultural budget was given to a now twice bankrupt organization and CFNE received only excessive delays spanning years from the Municipality.

There exists NO (zero) secondary structures according to the comparable propery report from MPAC.
Despite massive property development and a huge parking lot clearly seen on Google Maps.
The entire property is discounted 50% for being constructed on a landslide area.
Special building permits from South Nation Conservation are needed for this type of restricted construction.

Vacant Land with Non-Existent Property Without a Building Permit?
MPAC assessment dated Feb. 13 2009 says Vacant Lot
Yet in the photos of the property that the bylaw officer and MPAC drives by
According to the Official Documents Apparently No Permits are Required!!!
1. A mobile home with a substantial addition is clearly shown.
2. A small cottage is clearly shown.
3. A swimming pool is clearly shown.
Photos of stuctures taken March 25,2009 that have existed for many years
seem to have totally escaped the notice of building permits and/or MPAC
and is in plain view of the road.
Study of issues of application of the building permit process
at a property adjacent to CFNE 1969 Robillard Rd.
- Property across the street from CFNE site.
- No evidence of building permits exists for this property in plain view of
the daily route of the bylaw enforcement officer for the Nation.
- For an addition and a large heated building with a furnace and a garage
- In existence for many years in plain view of the Nations bylaw officer Jocelyn Fergeson daily route
- No Permit Required??? Where are the permits required?
- Native Structures not contained in the building code require a permit but an entire heated building does not?
- No permit for building required in the Nation Municipality unless it is a native structure?
- The building is in plain view of the bylaw officers daily route
- Smoke can often be seen coming from the chimney proving that the structure is heated
- A large garage it attached to the left of the large building
- the MPAC report states that the 1416 Ettyville Rd property single building is 662 sq feet and a shed
- According to sources at MPAC the building department at the Nation municipality is known NOT to have filed updates with MPAC so the value could be properly assessed. A formal request has been made to the Nation Municipality for a copy of proper notices filed with MPAC.
- Mary McCuaig of the Nation Municipality was sent a formal request for the proper building permits for the property filed with MPAC but has neglected to respond to the request to date as she has done with repeated other documented requests in the past.
