dear sir:

My name is Yvan P. St Jean, I am the

General Manager of a non-profit organisation called

"Cultural Foundation Native Eexpressions (CFNE)".

Preserving 'First Nations' cultural values, heritage

for aboriginal people here in Prescott Russell.

Sounds simple ... not really

-5 yrs to zone an ecologically and culturaly sound project

-municipal documents with discriminatory comments

-mocking elderly aboriginal in long term care facilities

-calling the wives of our members 'squaw' in the workplace

-individuals trying to use your own (OPP) officers to have

'me' arrested to stop a 2003 'National Aboriginal Day'

event celebration here in Bourget when the Federal Statute

supports it and all criteria had been met.

-some of our regions elected official intentionally avoid us to

this day and they don't answer their mail, even after these

docunments have beeen published by several local newspapers

others refuse to respect our rights under the 'Jay Treaty'

-we even have a 'Metis' gentleman* here running an unauthorised

regional office for the Ontario Metis Aboriginal Association

(OMAA) @ 1084 County Road # 2 IN CURRAN Ontario

he's putting up signage on his property to this effect

-this Metis gentleman* seems involved with protecting the

UNITED STEEL WORKERS of AMERICA local # 9211

(Providing protection for them with the aid of one of his

family members in the EMPLOY of of the RCMP Display Unit)

re: 'matters of discrimination, elder abuse and harrasement'

-is this same gentleman* is organising his own fringe group

that seemingly opposes CFNE's work in the region

-this gentleman* has also sent a threatening letter to one of

CFNE's first nations cultural advisors,

in this letter he claims beeing supported by both OMAA

and the Aboriginal liason Unit of the RCMP

-Fran Heath of the Ontario Metis Aboriginal Association's

legal department is aware of this, you should ask her if

OMAA supports this type of activity.

-I've also placed two telephone calls to Wayne Russet,

Aboriginal and Ethnic officer with the RCMP. He seemed very

concerned about the identity of the RCMP display unit's employee

involvement in these issues and was definately not impressed.

-there seems to be SERIOUS concerns about aboriginal ending up

unemployed here in the Prescott Russell area especially if

they appear in the local Media (supporting CFNE)

or if they voice concerns about elder abuse or quality of

care in long term care facilities of this region

-Why are these issues usually ignored or buried, where

aboriginals are concerned in Prescott Russell?

I didn,t know that advocating for a few basic human rights

can be discrimated against here in our region.

Cultural Foundation Native Expressions is at crucial stage of

development and will be holding both an open house as well as

Cultural Activities for two consecutive weekends starting on

September 10th 2005. It would be most appreciated that your

on site presence would occur during these events.

A portion of the corroborative documents are also beeing sent

via facsimile (FAX) at 613 283 3451 today.

An e-mail copy of this letter and facsimile shall be sent to

Constable Wayne Russet of the Royal Canadian Mounted Police

tomorrow on August 30 th 2005.

with Staff Sgt. Brian Carty, of the Smith Falls OPP Detachment.

So many issues have come to light recently, that it is getting

overwhelming, there is something really wrong here in Prescott

Russell .

Fear on both sides of this issue, causes individuals to react badly, because we (Aboriginals)are seen as insignificant as per the article published on September 26th, 2007, in the Vankleek Hill Review.

A copy of this article will be sent to you via facsimile to your your attention this morning.

CFNE, is also in possession of 2 Live DVD Cogeco community Cable

Television Broadcast. They contain live monthly sessions of the

United Counties of Prescott & Russell council meetings.

-Two serious aboriginal issues are seen there.

i live broadcast mockery of the Algonquin land claim negociations

ii evidence of a cover ups, regarding previous impediments against CFNE's community development initiatives is also highly visible

iii (May 22nd 2007 broadcast) clearly demonstrates confusion and spindoctoring to cover up and confuse all minority issues

Other information brought to our attention over the weekend still

demonstrates that the situation here in Prescott and Russell area is far from being as perfect as it seems.

CFNE HAS IT'S OWN LAND, PROPERLY, PROCURED VIA A

LEASE HOLDERS AGREEMENT, WE DON'T NEED to CLAIM MORE

During the CFNE presentation to your council on June 19th 2007.

I did emphasise the fact that CFNE is not an ''Indian only Club''.

IT WAS ALSO STRONGLY REQUESTED that the UCP&R APPOINT A

LAISON OFFICER from it,s staff TO AVOID ALL FUTURE MISINFORMATION

AND COMMUNICATIONS ERRORS between the United Counties of

Prescott & Russell and the Aboriginal Community Membership that Cultural Foundation Native Expressions represents.

Frustrations . . .

As General Manger for CFNE, I am now getting pummelled with

grumblings of Protests against the U C P & R , it seems that many citizens are fed up with CFNE being treated as if we were just another token INDIAN thing.

It is shocking to see how many people in this region care,

but when non Aboriginals get upset also, it's scary.

This was discussed three times with the Eastern Region Headquarters of the OPP in Smith Falls since this tuesday.

Given the aggravation caused by recent events, it is now

your obligation to have a 'liaison officer' appointed before

this situation reaches the point of no return.

It,s a credibility issue for both sides, but you are responsible.

Given the powers of the position you hold, it is your immediate

responsibility to work with us, so we no longer appear to be

ridiculed by you and your council sir.

CFNE hopes you will have this finally sorted out by noon

next Wednesday, October 10th.
