TORONTO -- The National Energy Board is set to release a decision today on whether it will allow energy delivery giant Enbridge to reverse the flow and increase the capacity of a pipeline that's been pumping oil between southern Ontario and Montreal for years.

The decision on the controversial Line 9 is being delivered some four months after the federal regulator held public hearings on the Calgary-based company's (TSX:ENB) proposal.

During those sessions, a three-member panel heard from a wide range of parties including First Nations, environmental groups, private citizens and representatives from municipal and provincial governments.

Hundreds of people gathered at a vigil on Parliament Hill in memory of Loretta Saunders, an Inuk student living in Halifax who was found slain on the side of a New Brunswick highway last week.

The 26-year-old Saint Mary's University student disappeared in Halifax Feb. 13. Her body was found two weeks later on a snow-covered median on the side of the Trans-Canada Highway west of Salisbury, N.B....

Federal officials say they are close contact with York Factory First Nation, the remote Manitoba Cree community that lost its water supply a week ago.

The minister’s office in Ottawa said Aboriginal and Northern Affairs officials are focused on repairing the water treatment plant, which federal health officials closed down after diesel fuel smells were detected in the tap water.....

“This song is about the Vancouver fire of 1886,” said Cease Wyss, after singing her first song during a pre-festival performance at the Museum of Anthropology.

This was the same song three Squamish women were learning on the very night of the fire. According to Wyss, they went back and forth across the Georgia Strait until the sun came up, trying to save as many lives as possible....

Special education students can’t get the support funding they require if they attend Lloyd S King elementary school on Mississaugas of the New Credit First Nation.

TORONTO – First Nation control of First Nation education has been a hot topic, and the Mississaugas of New Credit are taking the federal government to a human rights tribunal for not providing adequate special education funding.

For the past four years, the Brantford-area First Nation has been fighting for equitable treatment of twin brothers with Down Syndrome who require special education supports. According to Chief Bryan LaForme, the federal government is providing some funds for bussing and regular provincial tuition, but is refusing to help pay for $80,000 required for special education supports.

“The reason we launched this was to hopefully get some kind of equity around special education, not only for us, but for anyone that’s in our situation. If those boys were living in the non-native community all those services that they’re receiving right now would be provided free,” says Laforme....

The company whose northern Alberta spills have been oozing bitumen for 10 months nonstop has asked the province to let it start high-pressure steam operations less than a kilometre away from one of the spill areas.

More than a million litres of bitumen have spilled so far from Canadian Natural Resources, Ltd.’s Primrose sites – but it’s hard to tell because that’s lower than what the company said had spilled several months ago. (CNRL says that’s due to “reconciliation” in its numbers; the Alberta Energy Regulator doesn’t collect its own figures)....

Don (not his real name) says the smell of burning sage triggered something he calls 'blood memory' - a connection to his heritage and past that eventually drew him off the streets.

Don is a 39-year-old indigenous man based in Toronto who was homeless for over a decade.

He describes his experience with connecting to his culture as an awakening, that once you become aware of something, you can't unlearn it.....

The federal department of Aboriginal Affairs says faces a “high risk” it may not be able to manage expectations around consultation, internal documents show.

The documents were obtained under the Access to Information Act by Shiri Pasternak, a post-doctoral fellow at Columbia University in New York City, and provided to APTN National News.

Called Corporate Risk Profiles, the documents, ranging from 2011 to 2013, reveal a bleak picture of Aboriginal Affairs and depict a department on the brink of crisis, struggling to make ends meet as a result of government-wide cuts while facing increasing demands on its dwindling resources.....
